A KERRY TD has said he is very concerned with plans to set up a Land Development Agency to deliver social and affordable housing.

Deputy Danny Healy-Rae said the bill currently going through the Dáil would give the government powers to take over any public lands, or even privately owned land, at agricultural value.

“I am very concerned that this agency will not be accountable in any way to local authorities or elected members of the local authorities or Dáil Éireann,” he said.

“The democratic process which has been in place since the foundation of the state is being set aside,” Deputy Healy-Rae warned.

The legislation being debated will provide for the new agency to periodically report to government on public lands which could be suitable for housing or urban development and the government may direct that such lands be transferred to the agency.

The Land Development Agency will also have first refusal to purchase public lands being put up for sale.

The aim is to increase housing supply and there is also a specific commitment to sustainable communities and best environmental practice, while the agency will be subject to Freedom of Information and enhanced Oireachtas committee accountability.

If passed, local authorities can transfer lands to the agency without requiring a council vote, accelerating the process, clearing blockages and driving on development.
